Draft Council Plan and Health and Wellbeing Plan 2025–2029
Mitchell Shire Council have developed a draft Council Plan for 2025–2029, including our draft Health and Wellbeing Plan 2025–2029, and we’re inviting you to review the plan and tell us what you think.
This plan is Council’s key strategic document. It guides how we plan, deliver, and allocate resources and services across the Shire over the next four years and moves us towards achieving the Community Vision Mitchell 2050. The Health and Wellbeing Plan has been integrated into the Council Plan to ensure a strong and consistent focus on supporting and improving the health and wellbeing of our community.
Shaped by Our Community And Still Guided by You
The Council Plan 2021–2025 was shaped by your voices, you can help ensure the Council’s work continues to reflect the aspirations and needs of those who live, work, and grow in Mitchell Shire.
The draft plan has been informed by the insights, ideas, and lived experiences of people across Mitchell Shire. We’ve engaged with community members in a variety of ways, including:
- A focus group with health and community service stakeholders
- A workshop with Youth Council
- Tailored workshops with nine community groups
- A community survey (online and paper), receiving 73 responses
- 21 pop-up sessions across the Shire, generating 163 conversations and 246 unique pieces of feedback
- A deliberative engagement process with 35 members of the Mitchell Shire Community Panel
- Input from community and advisory groups, including the Mitchell Environment Advisory Committee
We heard from you that the following are important to you:
- Safe roads and a connected transport network
- Access to health and community services
- Keeping the country feel while the Shire grows and changes
- Accessible parks, playgrounds and open spaces
- A financially strong and sustainable Council
And that your top concerns around health and wellbeing are:
- Mental health and loneliness
- Community safety and family violence
- Access to housing and health services
- Food insecurity
- Physical activity
- Climate change
- Alcohol, smoking/vaping and gambling

We’re seeking community submissions on the draft plan. This is your opportunity to help ensure it reflects the priorities, values, and aspirations of our diverse community. You will also have the opportunity to speak to your submission at a Community Questions and Hearings Committee meeting on Monday 28 July 2025.
