Kilmore Creek Landscape Master Plan Adopted: March 2021

At the 15 March 2021 Council Meeting the Kilmore Creek Landscape Master Plan was adopted unanimously.

The Council resolved to:

1. Adopt the Kilmore Creek Landscape Master Plan (circulated separately)
2. Prepares an implementation strategy for the Master Plan to inform future Council budgets and external funding opportunities

  • Why has a plan been prepared?

    In order to respond to Kilmore’s population growth, Mitchell Shire Council adopted and implemented the Kilmore Structure Plan and the Kilmore Town Centre Plan to guide the future growth and development of Kilmore.

    The need to prepare a Landscape Master Plan for Kilmore Creek is a key action identified within the Structure Plan.

    Council has prepared a Draft Landscape Master Plan to highlight the importance of the Kilmore Creek.

    The Draft Plan outlines a vision for the creek to become the primary recreational open space for Kilmore. The Draft Plan aims to improve local shared path connections, guide public outdoor space improvements and manage the environment within land adjoining the creek.

    The final Master Plan will include several design concepts for priority projects along the Creek.

    The Kilmore Creek Precinct Landscape Master Plan consists of a Site Analysis and Assessment, Guiding Principles and General Actions and Recommendations. These have been grouped themed into themes:

    Community infrastructure such as outdoor furniture, picnic benches, public barbeques and shelters and bike facilities are proposed along the creek.

    Right now there are numerous gaps in the paths network along the creek and the existing paths vary greatly in terms of material, condition and width.

    The Landscape Master Plan aims to establish a continuous three-metre wide concrete path from Willowmavin Road to Tootle Street, and develop and implement consistent signage throughout the precinct. The signage will direct people to Kilmore’s facilities and highlight Kilmore’s indigenous and post-contact heritage which contributes to the town’s identity.

    By producing a Cultural Heritage Management Plan and consulting with the Taungurung Land and Waters Council, the creek’s Eastern and Western Tributaries can be formally named. This may provide the opportunity to organise a cultural day or event that focuses on the Creek.


  • Drainage and flood management

    Flood modelling identifies areas of significant inundation along the Creek between Union Street and Bourke Street as well as near Willowmavin Road.

    Best practice Water Sensitive Urban Design will deliver improved waterway health and environmental outcomes. The Draft Plan recognises that detailed mapping of drainage outlets and identification of areas in need of water quality improvement are key to improving the environmental health of the creek.
