Consultation has concluded

In 2021, Mitchell Shire Council formally acknowledged we are facing a climate emergency and committed to developing a Climate Emergency Action Plan. Following consultation, workshops and a public forum earlier this year, we are now seeking submissions on the draft plan.

The draft plan identifies the risks and challenges Mitchell Shire faces due to climate change and presents opportunities for Council to support the community in overcoming them. Importantly, the draft plan also includes actions to be undertaken by Council within its own operations and assets.

Mitchell Shire Council would like to acknowledge everyone that has contributed to the development of the draft plan. This includes:

  • community members who took part in workshops, completed the survey and/or participated in the public forum
  • business and industry leaders who shared their challenges and achievements in taking climate action
  • the Climate Emergency Community Reference Group, who volunteered their time to help identify the draft plan high-level strategic direction, provided feedback, and assisted with wider community engagement.

We now invite everyone’s feedback on the draft plan. Please read the document and then provide comments.

There are a number of ways you can find out more or provide input.

Make a submission

  • Read the draft plan and make an online submission through the 'Make a Submission' link below
  • Send us a written submission
  • Visit one of our Customer and Library Service Centres in Broadford, Kilmore, Seymour or Wallan to view a hard copy of the draft plan or to lodge a hard copy submission.
  • Attend one of the scheduled drop in sessions or see us at a pop up event.

  • **NOTE** Due to water damage in the roof at Seymour Customer and Library Service Centre, this session will be held at the Seymour Sports and Aquatic Centre in Chittick Park instead

  • 3pm to 5pm, Thursday 12 October, Greater Beveridge Community Centre, Corner Lithgow St and Mandalay Circuit
  • 9am to 2pm, Saturday 14 October, Wallan Olde Time Market

Next Steps

  • Following the consultation period, all feedback and recommendations submitted will be reviewed and where appropriate changes to the draft plan will be made.
  • Once finalised the draft plan will be updated to include graphic design and images.
  • The final version of the draft plan is expected to be presented for consideration at the November Council meeting.

  • What's in the plan

    The draft Climate Emergency Action Plan outlines a path towards a sustainable net zero future for Mitchell and reflects the challenges, needs and capacity of the Mitchell Shire community and Council.

    Goals

    1. To reduce the impact of extreme heat across Mitchell Shire

    2. To improve Mitchell Shire’s preparedness to climate change related emergency events .

    3. To protect and enhance the natural environment and support a climate resilient agricultural sector in Mitchell Shire.

    4. To support Mitchell Shire residents, businesses and community groups to reduce emissions.

    5. To accelerate the transition to more sustainable transport solutions in Mitchell Shire.

    6. To empower the Mitchell Shire community to take meaningful action in response to the Climate Emergency

    Targets and actions

    The plan zero net emission targets and a range of actions for Council and the community.

    • Council target: actions to reach a target of net zero emissions for all non-landfill emissions by 2030 and a long-term net zero target of 2035 for all emissions.

    • Community target: actions for the community reach a target of net zero emissions by 2043 and ways Council can support this.

    • Resilience: actions that Council and the community can take to build resilience to climate impacts.

  • How we got here

    The Mitchell Shire community has played a critical role in the development of this draft plan. Engagement activities that informed the development of this draft plan include:

    • Establishment of a Climate Emergency Community Reference Group (CECRG) to identify high level strategic direction, opportunities, and goals to address the climate emergency and assist with engagement of the wider community.
    • Community workshops in Seymour and Wallan to understand the Shire’s valued assets and how these assets are at risk from climate change.
    • A workshop with the Mitchell Environment Advisory Committee (MEAC)
    • Staff survey and workshops to learn what Council is already doing to reduce emissions and adapt to climate change, and its capacity to further support community action.
    • A community survey, both online and in hard copy, to gauge what the community thinks Council’s role should be in addressing the climate emergency.
    • Interviews with business and industry leaders to understand what support they need from Council to reduce their own emissions and protect their assets.
    • A public forum in Broadford to share the outcomes and recommendations that emerged during the engagement process and give the community an opportunity to provide feedback on the proposed actions for the plan.
