What is a Landscape Master Plan?
A Landscape Master Plan is a plan that shows how open spaces and natural areas within an area can be protected, enhanced and where appropriate, developed over time. Currently the Lockerbie Precinct Structure Plan (2012) identifies Bald Hill and Merri Creek as encumbered open spaces, however, there is limited guidance on how they will be delivered. The Master Plan will help deliver open spaces that are functional, welcoming and well-designed.
A Master Plan also shows where things like trees, paths, seating and other amenities may go, and provide guidance on how people could move through and use these spaces. It also considers connections to/from surrounding areas.
It is important to note that delivery of a Master Plan requires funding and support from a range of stakeholders and may be delivered in stages.
Why are we developing a Master Plan for Bald Hill to Merri Creek?
Bald Hill to Merri Creek area has been identified as encumbered open space in the Lockerbie Precinct Structure Plan (2012). It also forms part of the proposed marram baba Merri Creek Regional Parklands, a future open space along Merri Creek stretching from Beveridge to Campbellfield.
While there is currently no community directly residing next to the Master Plan area, several new initiatives and developments are planned nearby. This makes it the right time to plan ahead and take a coordinated approach to the future design, use and connections of this open space.
What areas will be included in the Bald Hill to Merri Creek Master Plan?
The Master Plan covers an area that includes land zoned for conservation and future residential use. These areas have been identified as important for their landscape, cultural, and ecological value.

What will be the process of the Bald Hill and Merri Creek Master Plan?
The Bald Hill to Merri Creek Master Plan will be developed in five phases and is expected to run until mid-2026. As the project progresses, dates may change but Council will keep the community informed and provide opportunities to participate.

How is Bald Hill to Merri Creek Master Plan going to be delivered?
marram baba Merri Creek Parklands Partnership and Council will consider the recommendations of the Master Plan and decide whether it should be endorsed. If supported, delivering the Master Plan will require shared responsibility with a range of stakeholders including developers, State Government agencies, the Wurundjeri Corporation and the community.
