- Subdivision pattern – includes elements such as topography, lot sizes, street width and street types such as boulevards or court bowls.
- Buildings and surroundings – Siting of buildings play a role including site coverage, depth and consistency of front and side setbacks, separation between dwellings, extent of rear gardens and whether carports and garages are prominent

What is a Structure Plan?
A Structure Plan is a strategic land use and development framework which guides the growth and planning of an area over time.
Why are we updating the existing structure plan?
The current Wallan Structure Plan was adopted by Council in March 2015 and incorporated into the Mitchell Planning Scheme in May 2016.
A new Structure Plan will be prepared for Wallan to align with updated state planning policies and the town’s future growth.
The Structure Plan will set a fresh vision and strategic direction, with a focus on infrastructure needs, neighbourhood character, transport, and the role of retail and commercial areas.
Whare areas will be included in the Wallan 3756 Project?
The boundaries of the project study area include existing urban, residential, public use, commercial and industrial land. The interactive map shows the Wallan 3756 project area boundary.
What is a Community Liaison Group?
A Community Liaison Group (CLG) is an establish group of community representatives, Councillors and Council staff. It enables two-way communication between the project team and the communities living and working in the project area.
The CLG will provide provide provide input into the future vision for Wallan and help inform the Wallan 3756 project.
Apply to join the Community Liaison Group – help shape the project directly. Expressions of Interest can be submitted on the project website. A copy of the Terms of Reference is available to understand roles and responsibilities and involvement in the project.
What is the time commitment?
The Community Liaison Group will meet at key milestones in the project plan. It is anticipated that there will be a minimum of three (3) meetings/workshops, each lasting lasting 2-3 hours.
How is feedback from the community considered?
A Structure Plan sets out the shared community, stakeholder and government vision for an area. It considers the aspirations and concerns of current and future residents, landowners and business operators and tries to ensure that these can be met into the future. The feedback from community and stakeholders will be carefully considered and included in the plan where possible. When finished, the plan will guide landowners, the state government, and agencies about the preferred way forward.

Neighbourhood character is a combination of distinct visual and physical features of a residential area and how they interact with each other.
These elements collectively shape the distinctive character of a neighbourhood and help define its identity.
What is an Infrastructure Framework Plan?
An infrastructure framework plan (IFP) is a strategic guide for developing, funding, and managing roads, transport, utilities, community facilities and parks that our growing community will need. It also guides development contributions, so developers can help fund the new infrastructure needed to support growth.
