Public Surveillance Policy

Consultation has now concluded

In 2019, Council created a policy for Closed Circuit Television (CCTV) in public places. This policy was reviewed and updated in 2024 and is now called the Public Surveillance Policy.

The Public Surveillance Policy gives guidelines on how the Council uses surveillance devices in public spaces to improve safety and prevent crime.

This policy covers all Council-owned surveillance systems in public places, including CCTV, digital cameras, and other devices like body cameras and school crossing cameras.

What’s changed?

There have been some minor updates to the policy, and we are now asking the community for feedback and comments.

Summary of changes:

  • Updated so the policy aligns with the Guidelines to surveillance and privacy in the Victorian public sector, May 2017. The previous policy was written to meet the Victorian Ombudsman’s Guidelines for developing Closed Circuit Television policies for Victorian Public Sector Bodies, November 2012 which was superseded by the 2017 advice.
  • Some procedural details were removed as they describe internal processes rather than policy requirements.
  • The policy allows for other types of surveillance devices, other than just CCTV e.g. monitoring devices, body cameras, school crossing cameras and time lapse photography
  • A Surveillance Control Team will be established and will oversee and approve the implementation of new surveillance systems.
  • The list of devices has been removed from the policy to avoid frequent updates.
  • Committees and user groups need approval from the Surveillance Control Team before installing monitoring systems.

How to get involved

There are a number of ways you can get involved. The community is invited to read the Public Surveillance Policy and provide feedback or comments prior to the Policy being proposed for adoption by Council in August 2024.
