Planning and Design Works for Future Highgate Road Construction

As part of Council’s 2024-2025 Capital Works budget, Council has allocated funding to commence detailed planning and design works for the future construction of Highgate Road between Kings Lane and John Street in Kilmore.

The construction of Highgate Road will provide an important transport link for this part of Kilmore and give local residents greater connectivity and convenience for local trips. The project will involve the construction of a new road, an offroad cycling path and a separate footpath for pedestrians which will be connected to existing footpaths in the local area.

The timing for the construction of Highgate Road is not known at this stage but it is important to commence detailed planning and design work to inform Council of the overall cost of the project so funding can be allocated in future budgets. It is also possible that the construction of Highgate Road in the future could be delivered in multiple stages as funding becomes available.

As part of this planning and design process, Council’s Engineers are evaluating the future requirements for pedestrian and vehicle movement in and around Simone Street.

As a landowner and/or resident of a property that has direct frontage to Simone Street, we are seeking your views on two (2) design options that relate to the future connection, or not, of Simone Street to Highgate Road for vehicle movements, before a decision on this matter is made and planning works continue.

The two options for Simone Street that Council’s Engineers are evaluating are;

Option 1 No road connection between Simone Street and Highgate Road for vehicles. Footpath connections only. Turning facilities may be provided at the end of Simone Street as part of the Highgate Road project.

Option 2 – Connect Simone Street to Highgate Road allowing all vehicle movements. Footpath connection will also be provided.

These two options are further explained in the concept plans along with a summary of the benefits and disadvantages of each option.

Your feedback on this matter is important and we encourage you to read the material carefully and indicate your preference for the future treatment of Simone Street when Highgate Road is constructed.

  • This survey is for landowner and or resident of a property that has direct frontage to Simone Street, KIlmore. Residents and landowners approached as part of this survey will be informed of the outcome and any decisions Council makes as they relate to the connection or not of Simone Street to Highgate Road as part of this project.
