4 Year Budget and 10 Year Capital Works Program

As we prepare our 2025/2026 budget, we’re inviting submissions on our ten year capital works program.

We’re investing a record $727 million over the next 10 years, including delivery of more than $301 million in new capital works projects over the next four years.

The first year of the draft capital works budget has $43 million in new funding through grants and external contributions to help us deliver a $60 million works program including 26 new projects.

We’ll upgrade existing and build new roads, footpaths, walking and cycling paths, and bridges and we’ll develop community facilities, stadiums and pavilions, sporting reserves, parks and playgrounds.

Project highlights from across the proposed four-year capital works program include:

  • Seymour Community Wellbeing Hub (Financial Year 2025/26)
  • John Street, Kilmore Link Road (2025/26)
  • Hilldene Industrial Estate intersection, Hilldene (2025/26)
  • Pollard Street, Seymour Raised Priority Crossing (2025/26)
  • Seymour-Pyalong Road and Sugarloaf Creek Road Intersection Safety Upgrade (2025/26)
  • Northern Highway, Wallan Missing Link Footpath Construction (2025/26)
  • Wandong Kindergarten Community Entrance Veranda Expansion (2026/27)
  • Harley Hammond Reserve, Broadford Lighting Upgrade (2027/28)
  • Pyalong Recreation Reserve Hall Refurbishment (2027/28)
  • Bald Hill Community Centre, Beveridge (2028/29)

By funding important projects our growing communities need now, we're making a real difference in the lives of our residents and connecting them to the programs and services they want, and need, close to home. We’ve developed these plans in partnership with the feedback you provided in the Mitchell 2050 Vision, Council Plan, and other strategies, projects and suggestions over the last few years.
